A federal evaluator Tuesday found the Environmental Protection Agency ( EPA ) dissemble in an “ arbitrary and freakish ” manner when terminating contracts with three nonprofits . The evaluator issued a irregular restraining decree that requires the EPA and Citibank to give nonprofits entree to monetary resource in their invoice .
Therestraining orderis the latest development in a suit institute by three nonprofit that were recipient role of concession from the Greenhouse Gas Reduction Fund , a part of the Inflation Reduction Actsigned into lawin 2022 . The EPAasked Citibank to freeze the accountsover alleged concern about dissipation , fraud , and conflict of interest . The judge found the EPA ’s claims “ vague and uncorroborated . ”
The EPA ’s termination letters “ vaguely reference ‘ multiple on-going investigations ’ into ‘ programmatic waste , fraud , and ill-usage and battle of sake ’ but offer no specific information about such investigations , actual musical accompaniment for the conclusion , or an personalised account for each [ of the nonprofits ] , ” the justice pen . “ This is deficient . ”
In the opinion issuing the restraining society , the judge , Tanya Chutkan of the U.S. District Court for the District of Columbia , found the nonprofits will “ stand imminent , irreparable harm ” if they do n’t gain access to their financial backing .

The EPA did n’t send the nonprofits formal termination letter until March 10 , right before a scheduled hearing on the matter of the unreleased funds .
